These are very good questions. There are few relatively independent actors with a military resource, undoubtedly Prigozhin and Kadyrov among them. Kadyrov has been running his own game for a long time. He has opposition in the form of the heads of the Ministry of Defense and the special services. In addition, among regional leaders Sergei Sobyanin, the mayor of Moscow, has a huge administrative resource. Since the battle for the future of Russia has already begun, he and his colleagues are watching the situation closely. Sobyanin will immediately recognize a new national leader after Putin leaves politics, but he himself is unlikely to run for office. In the future Putin's elites will need a compromise figure for self-preservation, and possibly a collective body in the role of mediator.
