The first constitution of the Russian Federation adopted under Vladimir Lenin on July 10, 1918 provided for such a possibility.
The problem of borders and relations between nations was not considered essential by the Bolsheviks, since in the future all nations were to be united in a "World Republic of Soviets". The collapse of these plans led to the emergence of the Russian Federation in its present form. The current Russian constitution does not provide for the possibility of other nations seceding from Russia. However, since the collapse of the USSR, the slogan "Russia for Russians" has often been heard in marginal nationalist circles. This type of nationalism is entirely of Soviet origin.
