Thank you, Kerry. One of the big mistakes of Western sanctions is overestimating the political influence of the Russian oligarchy inside Russia. Meanwhile, disloyal oligarchs long ago withdrew their assets from the Russian Federation. As Mikhail Prokhorov did back in 2014, after the annexation of Crimea. Today there are no real tools in the hands of big business to influence Kremlin policy. But the oligarchic groups are of enormous economic importance, and they are the ones who “give money for the war.” And from this point of view, the sanctions make a lot of sense.
