It should be admitted that the Soviet Union used very different practices than pre-revolutionary Russia. The subjugation of neighbouring peoples and states was carried out in a more direct and forceful manner, accompanied by a much greater number of victims. It can be considered an empire only in the sense of enormous size of its territory. From here on, the similarity ends. Modern Russia is the successor of the USSR, not the Tsarist empire, as we can see today in Ukraine.
