The Russian Federation, which emerged in 1991, was one of 15 former Soviet republics, and NATO was not bound to Russia in any formal way by the time of Belovezha Accords. The period of cooperation between Russia and NATO (1990s) belongs to the presidency of Boris Yeltsin and is irrelevant even chronologically to the topic of the article.
