NATO never promised not to increase the number of its members on the borders with Russia. The assurance that NATO would not expand was given to Gorbachev, the leader of the USSR (not Russia) and was never formalized. NATO, according to the North Atlantic Treaty cannot make such commitments. The decision to join NATO is the sovereign right of any country and does not require Russian consent. Sovereignty is one of the fundamental principles of international law enshrined in UN documents.
